Hamed Yaqoob Sheikh

Mr. Hamed Yaqoob Sheikh joined Mari Energies Board on March 27, 2026, representing Government of Pakistan. He is a non-executive director and a Member of the Board’s Audit and ESG Committees.

Hamed Yaqoob Sheikh is Federal Secretary, Ministry of Energy. He is a career civil servant, belongs to Pakistan Administrative Service (PAS) (1992 batch / 20th CTP), and has more than 33 years of experience of working in a broad range of organisations both within the public sector as well as outside. Hamed has served in three provinces (Sindh, Khyber Pakhtunkhwa and Punjab) and the Federal Government in various positions. He has extensive experience of working in the realm of governance, public policy and public finance.

Hamed has held several key positions in the federal and provincial hierarchy including Federal Finance Secretary, Secretary National Health Services, Secretary Housing, Secretary Planning, Chairman Planning & Development Punjab, Finance Secretary Punjab, Commissioner Bahawalpur, Secretary Livestock & Dairy Development Department Punjab, Chief Economist at Planning & Development Department, Punjab.

Hamed has extensive experience and deep interest in governance and policy reforms, especially in the realm of public finance, and has led technical teams for international development partners. He has led major provincial and federal reform programmes. He led the FCDO funded Revenue Mobilization Investment & Trade (REMIT), as Team Leader from 2023–2025, and supported government in IMF related commitments, led work on new Electric Vehicle Policy. Industrial Policy, etc. Under his leadership, Sub National Governance Programme (SNG) Punjab supported Punjab Government on several reforms on improving local governance, improved budgeting, etc.

Hamed earned MBA from IBA Karachi and MSc Development Studies from School of Oriental & African Studies (SOAS), United Kingdom, on Chevening Scholarship. He was awarded Hubert Humphery Fellowship in 2013 as well. Hamed was awarded Tamgha–e–Imtiaz for his meritorious services and distinguished career.
